Land and tenders

Halkalı West (phase 3) land tender: 3 bidders after the first session

On 21 October the first session of the tender for phase 3 of the Halkalı West (Halkalı Batı) project was completed. The plot covers 41,121 m² in Küçükçekmece district, near Lake Küçükçekmece, and is offered under the revenue-sharing model in cooperation with TOKİ.

Why it matters to investors:Several bidders point to existing institutional demand for land in western Istanbul, and the tender result will be a reference for land prices on the Halkalı axis.

TOKİ offers 725 plots in 61 provinces at a public auction on 5 and 6 November

Türkiye’s Housing Development Administration, TOKİ, has announced 725 plots of land in 61 provinces, with a total area of about 3.45 million m² and an announced total value of 29.1 billion lira, at a public auction on 5 and 6 November.

Why it matters to investors:A relatively low entry point for owning land in instalments directly from a government body; check each plot’s details (province, zoning and tender terms) in TOKİ’s announcement before any decision.

SGK opens an e-auction for about 208 properties, including two plots in Halkalı and Başakşehir

Türkiye’s Social Security Institution (SGK) is offering about 208 properties in 26 provinces in an electronic auction open from 21 October to 10 November; applications are made through its online portal.

Why it matters to investors:Once the results are announced, the sale of large public plots in Halkalı and Başakşehir will provide public reference prices for land values in western Istanbul.

No change · Zoning (imar) changes in Arnavutköy, Başakşehir, Silivri and Halkalı: nothing new announced in the last 24–48 hours.

Market indicators and prices

House price index for September 2026: Istanbul +26.8% year on year

The house price index published by the Central Bank of the Republic of Türkiye (TCMB) on 18 October showed prices in Türkiye up 1.2% month on month and 22.3% year on year in nominal terms, and down 5.7% in real terms after inflation.

Why it matters to investors:Istanbul is moving faster than the national average in nominal terms, while the national average remains negative in real terms; these figures describe a past period and are not a price forecast.

Citizenship and residence

Citizenship through property: no change in the rules, and valuation reports remain in focus

No new regulatory change has been issued in the last 24–48 hours: the USD 400,000 investment threshold and the 3-year no-sale commitment are unchanged, and the lifting of the “closed neighbourhoods” restrictions for foreigners in Istanbul has remained in force since 10 June 2026.

Why it matters to investors:The valuation report is the basis of the citizenship file; a value inflated above the market price can lead to the file being cancelled, so it is advisable to verify the valuation and the price independently before buying.

New projects
